Travel Industry Regulation

Update - January 2009

Thank you for your responses to the ministry’s 2008 consultation papers on the Travel Industry Regulation. Changes to the regulation have been approved. Most changes are effective April 1, 2009 and others are effective December 1, 2009. The Business Practices and Consumer Protection Authority (BPCPA) administers the regulation as part of the consumer protection legislation. Information on the changes is posted on the Consumer Protection BC website.

Consultation Phase 2 – closed May 28, 2008

This second consultation phase requested input from parties who may be impacted by the Travel Industry Regulation and any future updating of it.  The consultation requested feedback on new business models that provide travel services.

Consultation Phase 1 – closed March 3, 2008

This consultation requested feedback on how government can streamline regulatory requirements for travel agents and wholesalers while tightening gaps in consumer protection.

Home Inspectors: Proposals for a Regulatory Framework

This consultation provided an opportunity for home inspectors, consumers and others to provide feedback on regulatory proposals.  The responses received will help determine appropriate regulations and standards for the home inspection industry.

Payday Loans (Bill 27)

Update March 2009

On November 1, 2009 B.C.'s Payday Loans Regulation comes into force. See March 2, 2009 News Release – Government Moves to Regulate PayDay Lenders.

Consultation – closed February 15, 2008

This consultation provided opportunity for the payday lending industry, consumers and others to provide feedback on the legislation. The responses received will help determine maximum interest rates, fees and other requirements to be included in regulations.  For more information review Bill 27.

Security Services Act (Bill 15)

Consultation Closed on November 18, 2007

The Security Services Act (SSA) was passed on May 30, 2007. The new Act requires the following sectors of the security industry to be licensed - armoured car guards, Corp of Commissionaires, bodyguards, door staff at licensed liquor establishments, in-house security and private investigators, closed circuit television and access control installers.

The Act which will come into force by regulation in early 2008 will be phased in over two years. The security industry and stakeholders were invited to provide feedback on the following consultation documents:

Gift cards and certificates

Feedback was invited on the development of a regulatory model for certain business practices related to gift cards, certificates and other devices with monetary value that are sold in exchange for the future purchase of goods and services.

Cosmetologists Licensing System

BPCPA Seeks Input on Cosmetologist Regulation

March 20, 2006
Government has been examining changes and carrying out limited consultations and information-gathering with major stakeholders regarding the way cosmetologists are regulated in British Columbia.

As a result of these discussions and recent deliberations on this matter, government intends to delegate responsibility to the Business Practices and Consumer Protection Authority (BPCPA) to determine a licensing scheme for cosmetologists.

With the delegation of this responsibility to the BPCPA, the BPCPA will be consulting with stakeholders as one of several next steps.

It is important to note that at this point in time, decisions have not been made with respect to licensing requirements and conditions, or the process for implementation of a licensing scheme. The roles and responsibilities of regulatory and standards agencies, industry associations and schools have not yet been determined. Similarly, decisions have not yet been made respecting fees and implementation dates.

As noted previously, industry members should be assured that when a licensing scheme is developed, the BPCPA will employ a transition strategy to ensure a smooth transition for businesses, students, and cosmetology schools.
